Developer Account + Developer License??

This is a bit of a combined issue.  I'm attempting to get a developer license for my Dell Venue 8 Pro so I can start testing some game concepts, but it seems that I'm unable to.  It keeps saying "We couldn't get your developer license for Windows 8.1"  Error code is 0xC03F1014

Searching around, this typically seems to be one of two main issues: One either upgraded from Windows 7 (or 8), or the OS is an illegitimate install.

Checking on information, it appears that this unit never had an earlier version of Windows (it SHIPS with Windows 8.1, not 8) and it was restored (I had personally restored this unit) through the built in Windows Reset function.  Before resetting it, it was running normal (and reported that it was activated), as well as after the reset.

I attempted via both GameMaker Studio (goes through PowerShell), Visual Studio 2013, and through PowerShell, myself.  No dice.  I attempted a refresh, re-installed Visual Studio (and GameMaker Studio) and once again tried those three routes of gaining a license.  Once again, nothing worked.

Now as odd as it might sound to me, I'm curious - do I actually have to get a developer ACCOUNT first, and -then- sign in to obtain a developer license for my tablet?  Or, should it work regardless?

I've also noticed that this seems to be a fairly common issue going on, judging by my searches.  Is there a fix in sight?  Is there any workaround that DOESN'T consist of trying to re-install (or reset) my tablet?  Lucky for me it's early enough in it's 'lifetime' that I could safely do so without too much of a loss, but considering some of my programs have a limited amount of uses for their registration keys, I really, REALLY would like to NOT re-install said software constantly.
