Cannot renew developer license for Windows Store apps

When I open a Windows Store application, I'm asked to "Renew your developer license for Windows 8.1"  I agree to it and then sign into my Windows Live Account.  I get a dialog box that says "We couldn't get your developer license for Windows 8.1"  Error 0xC03F1014.  This is for a Surface Pro 2. 

The following indicates there is a power shell script from Microsoft that solves the problem.

Is there a fix or download available?  I'm logged in as an administrator on the machine and when I try the powershell route, I get feedback indicating I'm not an administrator.
